Infrastructure Consulting & Engineering, PLLC (ICE), helmed by President and CEO Elham Farzam, is a full-service transportation consulting and engineering firm. Headquartered in North Charleston, South Carolina, the firm has branch locations throughout the Southeastern United States.

Architectural Services
ICE offers a comprehensive range of building design services, from inventory/programming of space needs to design alternatives; from drawings and specs to construction administration. Mr. Farzam has served numerous commercial and general aviation clients throughout South Carolina and the Southeast US.
Aviation Planning & Design
Our team includes skilled aviation engineers who offer a wide range of professional airside and landside engineering skills, serving projects at general aviation and commercial service airports located across South Carolina and the Southeast US.
Bridge / Structure Design
ICE offers a comprehensive variety of Structural Design services. These include bridge, culvert and retaining wall designs. ICE Structural Engineers’ projects have included designing major and minor bridges over railroads, highways, and waterways in multiple states as well as internationally.
CE&I Services
The ICE team includes in-house, full-time, state-certified, site-based Construction Engineer and Inspection Technicians. These professionals perform materials testing and sampling, safety management, workzone traffic control services, and construction inspections. In this way they help ensure the successful completion of transportation construction.
Construction Management
The ICE team offers construction management services to oversee projects from start to finish. These services provide comprehensive management oversight for all development, design, and construction activities necessary to successfully complete projects.
Design-Build Engineering
Infrastructure Consulting & Engineering has been “lead” on over two dozen significant Design-Build projects. These have included bridge replacement packages (consisting of more than 50 bridges combined), numerous interstate rehabilitation and widening projects, new alignment highways (including new structures over streams), and mega bridge replacements spanning large tidal rivers.
Environmental Services
ICE offers a range of environmental services. These include:

Pavement Engineering
Our pavement engineering solutions range from pavement evaluation (using FWD and GPR) to designing new or rehabilitated pavement and developing pavement management systems. Our Pavement Engineers are skilled in pavement evaluation and design for projects featuring both flexible (HMA) and rigid (PCC and RCC) pavements.
Port Engineering/Civil Site Design
