With nearly 40 years of Civil Engineering under his belt, Elham Farzam has been a dynamic force for infrastructure development and improvement in the Southeastern United States, during a  time when the region experienced unprecedented growth in population and industry. 

Since 2013, Elham Farzam has served as President and CEO of Infrastructure Consulting and Engineering, PLLC. Located in Charleston, South Carolina, ICE is a full-service transportation consulting and design firm. ICE specialties include highways, bridges/structures, hydrology/hydraulic design, geotechnical engineering, and foundation testing, environmental documentation (NEPA), construction services, and aviation design.

Prior to that, Mr. Farzam served two years as Vice President of Business/Project Development for ICE subsidiary United Infrastructure Group, Inc. (UIG). During his tenure, Elham helped to establish UIGs reputation as the Southeast’s premier bridge and heavy highway builder.

Previously, Elham Farzam spent over 25 years with The LPA Group, a noted Architectural and Engineering consulting firm located in Columbia SC, where he rose to the position of Senior Vice President.

Elham Farzam is a graduate of North Carolina State University, where he earned a B.S. Civil Engineering and an M.S. in Civil Engineering (Structures Concentration).

Certifications

Since the beginning of his professional career, Elham Farzam has been active in training and designing pavement for highways, ports, and aviation facilities. For nearly four decades, Elham has inspected, evaluated, and designed flexible (HMA) pavements and rigid (PCC and RCC) pavements for projects throughout the United States and the Middle East.

Mr. Farzam is well-versed in the latest aviation, port and heavy industrial, and highway pavement design. This includes applications of AASHTO 1972, 1993 and AASHTO Mechanistic-Empirical Pavement (ME), RCCPave, PCA PAVE, AirPave, WINPAS, FPS 21, TxCRCP-ME, CIRCLY, spMats, PCASE, HIPAVE, KENLAYER and a host of other pavement design software and  procedures.

Elham has extensive training and “hands-on” experience in performing various pavement rehabilitation, pavement evaluation, new pavement design, life cycle cost analysis (including FHWA RealCost), and the use of Traffic loading software (including LTTP-PLUG and TRAFLOAD).

From the drafting room to the job site, Elham Farzam has spent a career mastering the skills of Pavement Design, Pavement Evaluation, Project Management, Alternate Delivery Pursuit, Value Engineering Studies, and Technical Writing. His skills, dedication and leadership have helped lead Infrastructure Consulting and Engineering to its position as the premier full service transportation consulting and design firm in the Southeast United States.

During Elham Farzam’s tenure as President and CEO of ICE, the growing, dynamic firm has also become a reliable supporter of local non-profit organizations and charities. Through financial gifts and employee volunteer programs, ICE has been able to further its efforts to promote the health and well-being of the veterans, children, and less fortunate families in our local communities.
